St. Paul Overview
How St. Paul Property Taxes Work
Property taxes in St. Paul follow the statewide Minnesota framework. Ramsey County assesses all real property in the city as of January 2 each year under Minnesota Statutes Chapter 273. The county sets the estimated market value for each parcel. That value is the basis for calculating how much tax you owe the following year. Tax statements are mailed by March 31 under Chapter 276.
Taxes are billed in two halves. First half is due May 15. Second half is due October 15. If your total bill is $100 or less, you can pay it all by May 15. Late payments carry interest. Properties with long-term unpaid taxes can eventually be forfeited to the state under Chapter 279 and Chapter 282.
The levy amounts are set each fall. St. Paul, Ramsey County, Ramsey County schools, and special taxing districts all contribute to the total levy under Chapter 275. Each fall, residents can attend Truth in Taxation hearings to see proposed tax increases before they are finalized.
St. Paul also handles special assessments through its Office of Financial Services. Special assessments cover improvements like street paving or sidewalk repair that benefit specific properties. Contact the city's Assessment Division at (651) 266-8858 for questions about local special assessments.

Ramsey County Property Assessment for St. Paul
Ramsey County assessors value all properties in St. Paul. Every parcel gets a new estimated market value each year as of January 2. Assessors review sales data, inspect properties, and apply mass appraisal methods to set values in line with the real estate market. Under MN Statutes Chapter 273, all property must be valued at full market value unless a special classification applies.
The county mails a Notice of Valuation and Classification each year. It shows your estimated market value and your property class. Common classes include residential homestead, residential non-homestead, commercial, and agricultural. Your class rate affects how much of the market value is taxable.

Homestead Status for St. Paul Properties
Homestead classification lowers the class rate used to calculate your property tax, saving you money each year. To qualify in St. Paul, you must own and occupy the property as your primary home. You must move in by December 1 and submit your homestead application by December 31. The application goes through Ramsey County.
The process requires your Social Security number or Individual Taxpayer Identification Number for verification. Under MN Statutes Chapter 273, homestead property gets a lower class rate than non-homestead residential property. This difference can add up to a significant annual savings for St. Paul homeowners, particularly in higher-value areas of the city.
Low-income property owners and renters may also qualify for the Minnesota Property Tax Refund using Form M1PR. This is a state-level credit through the Minnesota Department of Revenue at revenue.state.mn.us. The refund can offset part of your property tax burden regardless of ownership status.

Appealing Your St. Paul Property Assessment
If you believe Ramsey County has overvalued your St. Paul property, you can appeal. The first step is to contact the county assessor's office directly and ask for a review. Many cases get resolved at this informal stage. If you are still not satisfied, you can appear before the Local Board of Appeal and Equalization in the spring under Chapter 274.
The next level is the Ramsey County Board of Appeal and Equalization. After that, you can file a petition with the Minnesota Tax Court under Chapter 278. The Tax Court handles property tax disputes from all counties in the state. You can reach them at (651) 539-3260. The filing deadline is April 30 of the year the taxes are payable. Acting before that date is critical or you lose your chance to contest that year's value.
